Chelsea Flohr-Heed is Managing Director of People Operations at Raines, where she leads the firm’s people strategy with a focus on building a high-performance, employee-centric culture that supports growth and long-term success. The daughter of a civil servant and a social worker, Chelsea developed an early passion for people and human behavior that has shaped her career and leadership philosophy. With deep expertise across the employee life cycle, she brings a holistic perspective to people leadership.

In her role, Chelsea partners closely with the senior leadership team to shape and execute strategic initiatives that enhance talent development, engagement, and organizational effectiveness. She oversees all aspects of the people function, including performance management, employee relations, total rewards, compliance, and learning and development. Known for her thoughtful and pragmatic approach, she designs and delivers people programs that align business objectives with meaningful employee experiences.

As a human resource professional with over a decade in small to mid-size professional services organizations, Chelsea is particularly passionate about conceptualizing and delivering scalable programs and systems that enable teams to thrive, coaching leaders and employees alike, and promoting a culture of excellence within an organization.
